Job Description

The Role 

The role holder will provide strategic and operational management for MSI Nigeria’s Outreach service delivery channel, ensuring high‑quality, client‑centred SRH services reach underserved and hard‑to‑reach populations. The role oversees planning, performance management, quality assurance, people management, and efficient use of resources, while ensuring compliance with MSI standards and donor requirements. The position works closely with cross‑functional teams to optimize outreach performance, use data for decision‑making, and contribute to national programme goals. S/he will be responsible for providing key day-to-day management oversight of the outreach channel and overseeing and supervising assigned channels of service delivery within MSIN. The role also contributes to furthering MSI’s Vision: To create A WORLD IN WHICH EVERY BIRTH IS WANTED and its mission of ensuring the individual’s right to CHILDREN BY CHOICE NOT CHANCE

Key Responsibilities

1. Strategic & Operational Management

  • Lead the overall strategy, planning, and performance of the Outreach channel, ensuring alignment with MSIN’s country strategy and MSI Global objectives.
  • Develop and implement annual Outreach channel workplans and budgets, with clear service delivery targets and performance indicators.
  • Oversee scale-up, expansion, and optimisation of outreach teams across states, ensuring equitable and efficient coverage of hard-to-reach populations.

2. Service Delivery & Quality Assurance

  • Ensure all outreach activities comply with MSI clinical quality, safeguarding, IPC, data quality, and financial standards.
  • Provide oversight to ensure delivery of high-quality FP, PAC, and integrated SRH services.
  • Work closely with Clinical Services and Quality teams to address performance gaps and implement continuous quality improvement actions.

3. Performance Management & Data Use

·       Lead monthly performance reviews using service delivery data to analyse productivity, method mix, CYP, and quality indicators.

  • Ensure accurate, timely, and complete reporting through approved MIS and digital data systems like Clic+ etc.
  • Use data-driven insights to guide decision-making, resource allocation, and performance optimisation across outreach teams.

4. People Management & Capacity Strengthening

  • Provide technical management of all outreach team leads and relevant team members.
  • Build team capacity through coaching, mentoring, performance appraisals, and targeted capacity-building interventions.
  • Foster a culture of accountability, teamwork, and adherence to MSI values across the Outreach channel.

5. Finance, Supply Chain & Resource Management

  • Work closely with Finance, Procurement, HR, and Supply Chain teams to ensure efficient use of resources.
  • Monitor budgets and expenditures to ensure value for money and compliance with donor and organisational policies.
  • Proactively manage risks related to commodities, consumables, vehicles, equipment, and human resources.

6. Donor Compliance & Partner Management

  • Ensure full compliance with donor grant requirements relevant to the Outreach channel.
  • Contribute to donor reporting, audits, and reviews relating to outreach and project-funded activities.
  • Represent the Outreach channel in internal coordination forums and external stakeholder engagements as required.

7. Cross-functional Collaboration

  • Collaborate with Technical Services, Demand Generation, MIS/IT, and Operations teams to drive integrated service delivery.
  • Support organisational learning by documenting best practices and lessons learned from Outreach implementation.
  • Undertake additional responsibilities as delegated by the Director of Programmes in support of organisational priorities

Key Experience/Qualification/Skills

·       Educated to degree level or equivalent.

· Relevant higher degree/business qualification (Desirable)

·   Advanced degree in Public Health, Medicine, Nursing, Social Sciences, Development Studies, or a related field.

·  Minimum of 8–10 years’ progressive experience in sexual and reproductive health (SRH) programming, with at least 5 years managing teams

·   Track record in achieving financial and non-financial targets

· Strategic thinker, with excellent analytical and business communication skills. 

·       Excellent problem-solving skills

·   Excellent leadership and management aptitude in leading diverse teams remotely.

·       Pro-choice.

·       Flexibility to operate in a changing environment and strong change management skills.

·       High Decision and initiation skills

·       Ability to travel (50%)

· Demonstrated experience managing large‑scale outreach or mobile service delivery programmes, preferably in low‑resource or humanitarian settings.

·  Proven track record of delivering results across multiple states or geographies, including hard‑to‑reach and underserved populations.

·  Strong technical knowledge of family planning, post‑abortion care (PAC), and integrated SRH services.

·       Experience in designing, implementing, and scaling outreach service delivery models, including community mobilisation and referral networks.

· Excellent experience in donor‑funded project management, including planning, budgeting, target setting, monitoring, and reporting (e.g., CIFF, Gates, KfW).

·       Ability to analyse service delivery data (e.g., CYPs, reach, quality indicators) to inform decision‑making and course correction.

·  Proven ability to lead, mentor, and manage multi‑disciplinary teams, including state teams, supervisors, and technical staff.

·      Strong skills in performance management, coaching, and building high‑performing teams.

· Experience working collaboratively with cross‑functional teams (finance, supply chain, HR, M&E, MIS).

·    Ability to represent the organisation at technical working groups, coordination meetings, and advocacy platforms.

·       Strong risk management skills, including identifying and mitigating operational and programmatic risks.

·  Strong strategic thinking, problem‑solving, and decision‑making skills.

·       Excellent written and verbal communication skills, including preparation of high‑quality reports and presentations.

· High level of integrity, accountability, and commitment to MSI’s values and reproductive choice principles.

·  Willingness and ability to travel frequently to programme locations
